1.FC Saarbrücken applied for regular participation in the Division 2 
for the 1949/50 season, a request supported by FFF president Jules Rimet, 
but they were eventually denied by the resistance of the other clubs, 
in particular that of RC Strasbourg who had just been relegated from 
Division 1 and still remembered their own forced participation in the
German leagues during World War II.  Eventually Strasbourg kept their
place in Division 1 thanks to the withdrawal of Colmar, but it was too
late for Saarbrücken who, unwilling to enter the weak league of the Saar,
instead organised the Internationaler Saarland Pokal.
